HAZARD—In an executive session during its regular monthly meeting Tuesday evening, the Hazard City Commission was met with some shocking news as City Manager Carlos Combs handed in his letter of resignation.


Combs, who had previously served as superintendent of public works, was hired as city manager in February 2010 after long-time City Manager Paul Feltner retired after 32 years of service.


“I think it is time for someone with fresh ideas to move in and help this community move forward,” Combs said in his letter of resignation to the mayor and commissioners. “This was decided by me several months ago, and the recent water problems have had no impact on my decision.”


Combs’ last day as city manager will be Feb. 28 of this year, though he said he intends to stay at City Hall for “an amount of time during the transition to a new city manager so the change will be as seamless as possible.”


“It has been a pleasure serving this commission and the people of this community,” Combs said.


Officials at City Hall said the city manager position will be posted and they will begin looking for a replacement soon.
