Woman gets five years for sex abuse

HAZARD – A Perry County woman will spend up to five years in prison for having sexual contact with a 13-year-old girl.
Betty Grace Feltner appeared in Perry Circuit Court on Thursday where she received a five-year sentence on two counts of first-degree sex abuse and one count of prohibited use of an electronic communication system to procure a minor.
Feltner, 23, of Hazard, was arrested in February on charges that she had engaged in sexual contact with the juvenile and used a cell phone to contact the girl while outline and describing the sexual acts, according to the arrest citation filed in the circuit clerk’s office.
Feltner was indicted in March, and according to a plea agreement announced in the case she pleaded guilty to sex abuse in exchange for a sentence of five years. An additional charge of unlawful transaction with a minor was dismissed.
As part of her sentence, Feltner will be required to register as a sex offender upon release from prison, while also staying away from the victim and her family.
