A Perry County man indicted last month on charges of making methamphetamine was denied bond reduction on Thursday.

James Ritchie, 49 of Slemp, was arrested in March at his home after police received several complaints about possible meth making activity in the area. After given permission to search the home, police found a backpack containing items used to manufacture meth, including Draino, tubing, and various containers, according to the arrest citation.

Ritchie was back in court this week to request his bail be reduced from $100,000 because he is a first-time felony offender. Ritchie’s attorney, James Hampton, said the bail should be reduced because his client was not a threat to the community.

“They (police) just found alleged precursors in a duffel bag thrown on top of a shed, which anyone could have done,” Hampton argued.

Commonwealth’s Attorney John Hansen vehemently opposed the request.

“The Commonwealth does not want to lower bond for a man who makes such a dangerous substance,” Hansen said. “There’s absolutely no legitimate use for this substance.”

Hansen said the backpack was dry when it was found on the roof; however it had been raining all day, so it had obviously not been there for a number of days as Ritchie had claimed.

Speaking of meth making in the county in general, Hansen said it was his goal to make sure this drug problem did not get any larger than it is already, with at least five meth labs having been discovered by police so far this year.

“This is a ridiculous way to get high,” he said. “People who are stupid enough to do this don’t need to be out in society.”

Ritchie is currently under home incarceration, and is due for arraignment in Perry Circuit Court on May 30.
